Joe Paul is the Founder and CEO of OptimaNova AI, a Washington, D.C. firm that helps nonprofits, foundations, public agencies, and growing businesses put AI to work. His approach runs people first, then process, then technology, and every engagement ends with the organization able to run what was built. He built OptimaNova without outside capital, and the Washington Business Journal named it one of 11 Startups to Watch in 2025.
Joe has spoken at the White House on artificial intelligence and serves on the DC Mayor's AI Advisory Board. He hosts AI On Thursdays, a weekly LinkedIn Live, and is the author of six books, including The 5th Quadrant (2026) and AI for Good (2025).
Before OptimaNova, Joe served as CEO of Byte Back, where he led fundraising that brought in more than $4.5 million to expand AI and digital literacy programs. Under his leadership, certification pass rates rose from 10 percent to more than 75 percent, thousands of learners moved into tech careers, and Byte Back was named Nonprofit of the Year in 2022.
Joe led Black Men Vote as Executive Director, registering more than 100,000 Black men and increasing turnout in Michigan, Wisconsin, and Pennsylvania by meeting men in barbershops, churches, and digital spaces. His work has been featured on ABC News, Politico, and the Associated Press.
At Alpha Phi Alpha Fraternity, Inc., Joe served as the 29th Executive Director and led a financial and membership turnaround during the COVID-19 pandemic, generating $1 million in new revenue in his first 90 days and a 94 percent increase in membership revenue. As COO of The Stafford Foundation, he built a five-year strategic plan that drove an 83 percent increase in revenue through e-commerce.
Joe holds a B.A. in Social Science and a B.S. in Spanish and Russian from Florida State University, along with five Wharton Online certificates, including Artificial Intelligence for Business. He is fluent in English, Spanish, French, Russian, and Haitian Creole. His honors include the SXSW Innovation Award for Community Service in Technology (2023), the SHRM "HR Hero" Award, Alpha Phi Alpha's National Brother of the Year, and FSU Alumni of the Year.
